'My Location' technology by Google Maps for mobile uses cell tower identification to give the location info, and the good thing is this ALSO works with NON GPS enabled Mobile Phones.
They say: "Simply fire up Google Maps for mobile, press [0], and the map will indicate your approximate location by centering on a blue circle..."
